Project Description

Harper was chosen as the Design-Bid-Builder for the Walterboro Wastewater Treatment Plant expansion. The expansion transformed the existing 2.64MGD WWTP to 5.625MGD. The expansion included a new screening chamber, in IPS. Harper also installed a new grit removal system, expanded and improved the existing SBRs, new tertiary filters, new UV disinfection, and new cascade post aeration. Harper repurposed the existing flow EQ basin to an aerobic digester, new sludge screw press, new septage removal system, new paving, and improvements to existing admin areas.

INNOVATIVE METHODS
This project was a design-bid-build delivery and Harper was the apparent low bidder. However, Harper’s bid was still greater than the client’s budget for the project. Shortly after the bid, Harper met with the engineer and client and delivered over 25 potential value engineering options for the project, totaling roughly $2MM in potential savings. These VE options centered around reducing the overall cost of construction without sacrificing operational considerations. Value engineering is a part of every Harper project, and for this design-bid-build, was part of the reason the project moved to construction.
