Serving as the CM At-Risk partner, Harper is performing improvements at an existing water treatment plant. Improvements include mainly major electrical improvements including new plant switchgear and stadby power. Other parts of the project are a high service pump station, sedimentation basin, and chemical trench improvements.

INNOVATIVE METHODS
Between 30% and 60% design levels, we identified that the lead times for treatment equipment and the electrical gear could drastically impact our schedule for construction. Electrical improvements were the first step in our critical path for construction. We worked heavily with our design engineering partner to design the treatment equipment and electrical gear to a 90% design while the rest of the project was still at 60% design. This enabled our team to competitively bid the treatment equipment and electrical gear at 60% and make selections for our suppliers. Our team was able to work with the owner to sign an early procurement contract and place orders at 60% design. This started the clock on the long-lead items so that our construction schedule could be maintained despite market conditions.
