Project Description

Harper was selected as the Design-Bid-Builder for the Seabrook Island Wastewater Treatment Plant Improvements project on Johns Island, SC. The scope of the work included new precast intermediate/effluent pump stations, new precast concrete electrical building, new vertical turbine pumps, new constant speed submersible pumps, and associated yard piping, process piping, instrumentation, electrical equipment, and site improvements.

INNOVATIVE METHODS
This project was bid as two separate scopes of work and projects on the same WWTP site. Harper bid and won both, and immediately approached the engineer and owner with value engineering opportunities to optimize the project schedule by completing the projects simultaneously and to change design for costly scope items to more constructable strategies. The value engineering strategies reduced risk on the project for the client, which was critical since the plant had to remain operational throughout the upgrades, while also providing a 15% reduction in overall project cost. Harper’s approach to a project centers around providing a client with a best value project and this design-bid-build project’s VE effort supports that approach.
