Project Description

Harper was chosen as the CMAR partner for the TZO WRF electrical and mechanical upgrades at the 40MGD facility. This project included the construction of two electrical buildings, a new non-potable water reuse pump station and system, and additional mechanical and electrical upgrades. During guaranteed maximum price development, Harper identified minority participation as a priority for the City and created more than 20 subcontractor packages and held multiple interest meetings for local and MWBE businesses.

Harper replaced four mechanical bar screens, two screw conveyors, and two screenings compactors at the wastewater plant’s influent pump station (IPS). The project included mechanical and control system improvements, new control panels, and ultrasonic level transducers. The team met the challenge of installing the new mechanical screens through existing roof openings and working in an active IPS where shutdown work was required. Communication and pre-planning was key to successful project completion with minimal impacts to plant operations. Harper successfully replaced the existing gear for new switchboard and motor control center including significant investigation and coordination with existing equipment throughout the building and MOPO sequencing with the plant staff. Our team completed refractory repairs in one incinerator.
