This project consisted of constructing a new 0.3MGD wastewater treatment facility on the property of the existing Carnesville lagoon treatment facility, consolidating wastewater flow via construction of two remote pump stations and decommissioning of the existing Franklin County lagoon plant. The WWTP facility work consisted of a new headworks with coarse screening and grit removal, continuous flow SBR biological treatment system, aerations system and blowers, channel UV disinfection and post-aeration systems.

- Harper led a 6-month value engineering process working through different cost-saving options and finding the best value options for the owner and engineer. At the conclusion of the value engineering effort, the project was brought into budget and constructed to the satisfaction of the owner and engineer.
